Lower CPU usage

A windows program that you can use to 'target' and application and limit the amount of CPU it uses.

EDIT: nevermind, this makes the game choppy. I guess its effects aren't subtle enough (sleeps for too long, making choppiness). It also has a terrible user interface.

Emulators tend to use all available CPU, despite not actually needing it, so this will make them consume less power. Could be useful on laptops.

I haven't tried it yet, though, so I can't say whether or not it makes the emulator run less smoothly. Considering these emulators were made 10 years ago, I think it should be ok...

Someone here should do a test run and tell us how did it go when using emulators.
