In short, a windows based PC. A hex editor such as "Hex workshop" A rom image of the original game. A genesis emulator such as "Gens" to test your changes. Hardware wise, any modern PC (PIII 700+) will do the trick. The most intensive part of the whole process is emulating the game thru "Gens", so if your PC can do that efficiently, thats all you will need. be sure to check out all of Evan's NHL94 site! Sometimes there's little tips and such that could be something you think about and is already answered.
