I understand the difference between them but, which one is closer to the developers original idea had they programmed it correctly?

You probably want "Edit lines ratings match the players"

That way the players feel the same as in the original game, but you see the correct ratings.

The other option feels weird, because a guy can be hot on speed but cold on agility, so he skates totally differently, feels like an unknown player.
