It lowers the two intro duration timer values. To immediate skip, slightly quicker or half the duration. Reducing the amount of times I need to hit the keyboard from six times to three times will double my productivity, according to Homer Simpson logic. But as someone who spends a fair bit of time testing out changes to ROMS, I see this taking out save states as the most common time/button saver.
