There IS 5-on-3 in NHL OT, btw. We don't necessarily need 5 on 3. In OT Penalties should be waived. Murder'em hockey. All exept Hooking, to empeach excessiveness. Btw. doesn't a double major imply 5 on 5? I don't think i have ever seen two 5 minutes penalties on 2 teams not for fighting, or events that happen in a brawl.
